Contexte et justification
KOUNA est une Association dont la vision est d’honorer le Cameroun en général et la Menoua, à travers la ville de Dschang en particulier, porté par le concept emblématique « KOUNA ».
L’association KOUNA vient de « Dschang-Kouna ». Il s’agit d’une insulte dont tous les fils et filles du département de la Menoua, où qu’ils se trouvent dans le monde entier, ont été affublé et qui, pour elle, est désormais un label porteur de l’histoire, de la culture, des valeurs et des mets essentiellement cosmopolites de la Menoua.
Sous l’impulsion de sa présidente et référent, l’association entend être un levier de la promotion du développement local à travers ses activités sur le territoire national. C’est dans ce sillage qu’elle organise depuis plus de 04 ans, à l’esplanade du Musée des Civilisation du Cameroun à Dschang, le « Festival KOUNA » qui regroupe tous les autres festivals du département de la Menoua, une centaine de groupements, plus de 1500 villages, ainsi que les amis de la Menoua d’ici et de la diaspora. L’objectif est de valoriser et de partager le riche héritage multidimensionnel de cette cité des savoirs en renouant avec les valeurs qui ont contribué à l’éclosion de son histoire contemporaine à savoir :
- Les partenariats enrichissants ;
- L’entreprenariat local et jeune;
- La cohésion sociale ;
- La solidarité agissante.
L’association KOUNA se propose, en outre, de récompenser plusieurs domaines explorés par ses membres.
Dans le cadre de la diffusion de ces objectifs, le festival KOUNA implémente des activités susceptibles de transformer cette appellation injurieuse en un label porteur des valeurs que nous défendons. Parmi ces activités figurent, le concept de Salon de l’Action Communale.
Le Gouvernement de la République s’est engagé depuis quelques années dans l’accélération de la réforme de l’État. Au rang des options de cette réforme, la décentralisation figure en bonne place. Dans ce contexte, la décentralisation est envisagée.
Comme élément clé pour la promotion de la démocratie et la réduction de la pauvreté. La décentralisation est en effet ancrée dans la Constitution camerounaise depuis 1996, et reprise non seulement dans la Loi n° 2019/024 du 24 décembre 2019 portant Code général des collectivités territoriales décentralisées et dans la Stratégie nationale de développement (SND30). Les transferts de compétence aux collectivités territoriales sont venus marquer concrètement cette option prise pour l’accélération de la décentralisation au Cameroun. En dépit de cette manifestation de l’intérêt gouvernemental pour la réforme de l’État via la décentralisation, des inquiétudes demeurent et appellent à l’action.
Nombre d’observateurs signalent les griefs des communes relatifs au financement de la décentralisation. On fait de plus en plus le constat du peu d’engouement populaire autour du processus de décentralisation. Pourtant le processus est censé être un instrument de renforcement de la démocratie et de la participation citoyenne à la gestion des affaires locales. C’est investi par cette idée de renforcement de la participation citoyenne via la décentralisation que les organisateurs du Festival Kouna ont cru devoir y introduire le projet d’organisation d’un Salon de l’Action Communal.
Objectif global
De manière générale, il s’agit, à travers le déploiement du Salon de l’Action Communale, de créer un espace ouvert pour promouvoir l’action menée par les Communes pour la gouvernance et le développement local du département de la Menoua en particulier et du Cameroun en général.
Objectifs spécifiques
Il est plus spécifiquement question de :
Promouvoir les politiques publiques locales engagées par les communes du
département de la Menoua pour faciliter leur bonne appropriation par les
populations,
Fédérer et motiver les citoyens locaux à participer à l’action communale,
Susciter une réflexion participative sur les champs d’action possible des
Communes du département de la Menoua.
Méthodologie
La méthodologie à appliquer pour l’organisation et la réussite de cet événement
est :
- Signature d’un protocole de collaboration entre l’organisation du Festival Kouna
et les communes de la Menoua pour la co-organisation du salon ; - Informer à temps les autorités locales de l’organisation du salon ;
- Mise en place d’un comité chargé de la préparation (technique, matérielle et
logistique) du salon (ce comité va définir le calendrier pour la préparation et la
tenue du salon, les rôles et responsabilités des acteurs à impliquer pour la réussite
dudit salon) ; - Tenue régulière des rencontres de préparation ;
- Conception d’une approche pour la couverture médiatique et la visibilisation de
l’évènement ; - Cibler les exposants et les préparer à l’avance ;
- Cibler les sponsors et les contacter à l’avance ;
- Préparer des thématiques spécifiques liées à l’action communale ;
- Préparer les stands pour l’exposition des produits de l’Action Communale.
